Joshua Zammit

Experience across organisations and sectors
Joshua began his career working on organisational development, change and capacity-building projects within the Maltese public sector. He subsequently held human resources and organisational-development positions in several organisations before joining an international pharmaceutical company. During this time, Joshua progressed from responsibility for the company’s Maltese manufacturing operation to international group-level work in human resources and organisational development. His work included leadership development, performance management, restructuring and post-acquisition integration across different countries.
He later joined Air Malta during a major restructuring programme, initially leading organisational development and subsequently taking responsibility for the programme management office overseeing the airline’s change initiatives.
Joshua went on to serve as Chief Executive Officer and Deputy Chairman of Malta Industrial Parks and later as Group Chief Executive Officer of JCL Holdings.
His experience also extends beyond executive management to corporate governance and strategic oversight. He has served as a director of several companies operating across different sectors, contributing to decisions involving organisational direction, performance, risk and long-term development.
This combination of executive, board and consulting experience influences how Joshua works today. It enables him to understand both the quality of advice leaders need and the realities they face when trying to implement it.
Leadership and professional contribution
Joshua has contributed to Malta’s business and institutional community through a number of leadership and advisory roles.
He is a former President of the Malta Employers’ Association and has participated in national discussions concerning employment, leadership, organisational development and economic change.
Joshua also chaired a Malta Chamber of Commerce think tank examining how businesses and the economy could evolve following the COVID-19 pandemic. He is a founder of the Malta Aviation Conference and Expo, which brings together aviation leaders, policymakers and industry professionals from Malta and overseas.
Over the years, he has contributed to conferences, business forums and professional discussions on leadership, the future of work, organisational change and the relationship between people and business performance.
Education and continuing development
Joshua is a graduate of the University of Malta and holds a Master’s degree in Industrial Psychology from the University of Hull. He has also completed the Business Excellence Programme at Cranfield University’s School of Management and undertaken further professional development in leadership, assessment, coaching and organisational effectiveness.
Throughout his career, Joshua has maintained a strong interest in research and the practical application of evidence. He has lectured at the University of Malta, supervised student research and contributed to professional and academic discussions concerning people and organisations.

Joshua does not begin with a predetermined answer. He works with clients to understand the organisation, the people involved and the conditions surrounding the challenge.
Organisational problems rarely exist in isolation. Low engagement, resistance to change, poor collaboration or inconsistent performance may reflect deeper issues involving leadership, structure, trust, capability or decision-making.
Joshua brings these connections together to help clients identify the underlying issues, evaluate the available evidence and develop solutions that can work within the realities of their organisation.
Based in Malta, Joshua works through in-person, online and blended engagements, allowing him to support organisations and leadership teams across different locations.

For more than 25 years, he has worked across private companies, public organisations and international businesses. His experience spans organisational development, human resources, leadership, corporate restructuring, performance improvement, organisation design and change.
Joshua combines insights from psychology and management science with the practical experience of leading people, functions and organisations. He has worked inside organisations where decisions have real operational, commercial and human consequences, as well as supporting leaders as an adviser and consultant.
